Intro
This troubleshooting is going to teach you how to use the right tool at the right time. To cut a face for example you need to use selecting tools.
first lets start up by getting the picture up:
Second thing we are going to do is make the woman a layer not a background by clicking twice on the layer:
Choose the Magic Wand tool, at the top of the screen change the tolerance to 15 then select all the white parts in the picture:
Click delete/backspace and then ctrl/command + d to deselect.
Now open the second picture in Photoshop (if it's accidentally a smart object click here to see the solution) ctrl/command + drag the woman to the sea picture, then move it around a bit. It should look something like this:
